Accessibility statement
Everyone should be able to use this website, on any device, in Dhivehi or English.
Our commitment
Th. Hirilandhoo Council aims to meet the Web Content Accessibility Guidelines (WCAG) 2.1 level AA.
This is a demonstration website with sample data. The accessibility features below are part of the design system and carry over to a council's live website.
What we have built in
- 01Full Dhivehi (right-to-left) and English (left-to-right) versions with real content parity.
- 02Light and dark themes that follow your device setting and remember your choice.
- 03Text that scales with the A- / A+ control and with your browser settings.
- 04Colour contrast of at least 4.5:1 for text and 3:1 for controls, in both themes.
- 05Every page can be used with a keyboard alone, with a visible focus outline.
- 06Touch targets of at least 44 pixels on mobile.
- 07Headings in order, labelled forms and error messages announced to screen readers.
- 08Motion is reduced automatically if your device asks for it.
How to adjust the site
- Text size
- Use the A- and A+ buttons in the bar at the top of every page to make text smaller or larger. The A button resets it.
- Light and dark mode
- Use the moon / sun button at the top of the page. By default the site follows your device. Your choice is saved in your browser only.
- Language
- Use the language button at the top of the page to switch between Dhivehi and English. You stay on the same page.
- Underlined links
- Turn on underlined links from the accessibility controls in the top bar, if your device shows them.

Known limitations
Dhivehi text in the demo has not yet been reviewed by a native speaker. PDF files are samples and may not be fully accessible. Some maps are illustrations and are repeated as lists.
